Paradise Falls
Paradise Falls is located north of Arefu. It's a slaver city, and if you have good karma you'll be denied entrance at first. You'll have to agree to snag one of three VIP slaves in order to enter. It's worth the karma hit to enter peacefully for now.
Entering the City
There are two ways to enter the city. Violently, which will gain you karma, or peacefully, which will lose you Karma. I suggest you choose the peaceful route initially. You can always kill them later.
Strictly Business
Grouse will accost you when you approach the city. If you play your words right he'll give you a quest to enslave one of three people. I personally suggest Enslaving Susan Lancaster at Tenpenny Tower - she's a stuck-up bitch to begin with and is easily accessible. Regardless of who you decide to hunt, you'll net a large amount of caps for every person they tell you to enslave.
The easiest way to enslave her is to wait until everybody has gone to bed, go up to the suites and then sneak into her room, closing the door behind you. Stay stealthed and make sure you are "Hidden", then fire the Mesmetron at her and speak to her. Give her the collar and tell her to get to Paradise Falls. If you did it cleanly, nobody will care or even notice you kidnapped her.
Now return to the city and you will be let in.
Looting
As this is a slaver town, you will not lose karma for stealing from the residents. Of course, if they catch you they will attack you, but provided you're in the clear from prying eyes you can take whatever you desire. The Lock N Load, in particular has a ton of loot for you to snag, including a Silenced 10mm, 3 Assault Rifles, a 10mm, a 10mm SMG, a .32 Pistol, 10mm rounds, Railway Spikes, a Sensor Module, 2 Frag Grenades, misc. Melee weapons, a Bottlecap Mine and more. Just make sure Pronto isn't in the room - like when he's sleeping.
