Overview

The Replicated Man quest is neat in that very, very little combat is involved and that the entire thing can be finished without leaving the confines of Rivet City. The only dangerous part of the entire mission is going into the Broken Bow part to find Pinkerton, as the top floor is rigged with all sorts of traps. Your rewards are either the unique plasma rifle, the Wired Reflexes perk, or both, depending on how you decide to finish the quest.

As a starter point, visit all the doctor's offices you can throughout the entire game to try and nab 4 of the Replicated Man holotapes. Despite there being more than twenty locations in the entire game where you can find them, only 4 of them can actually be found before the rest de-itemize.

Talk to everyone in Rivet City to find out what they know about this guy. They'll lead you eventually to Pinkerton, the "crazy" ex-leader of their council.

Exit Rivet City and head towards the water. You have to swim underneath the surface to make your way into the broken bow of the ship, unless you somehow have 100 Lockpicking at this point. Work your way up to the top (beware of Mirelurks) and then stay on your guard. There's a lot of traps.

Talk to Pinkerton, explore all dialog options, then use his computer to download the photos of Harkness before and after his surgery.

Return to Rivet City. (There's a switch on the top floor that opens the Very Hard locked door you couldn't get into earlier, as the safe exit. It's better than swimming back through the water.) Good karma people should find Harkness and let him know who he really is. Evil karma people should go find Zimmer. Talking to either will end the quest.

However, pragmatists should find Harkness first and convince him that his secret is safe with you. Don't provoke him into killing Zimmer. Then, go find Zimmer and let him know Harkness is the escaped android. You'll get both rewards this way.
